Swedish efforts to secure future register-based research within the EU

Suggeste changes to a proposal for a new EU regulation would result in extensive changes and restrictions of the possibility to use personal data to such an extent that part of the Swedish medical research would be rendered impossible to perform. The current EU regulation proposal threatens the future of register-based research across the entire EU because the requirements set are not feasible or even ethically justified for medical research on large populations. Authors of the article below suggest that research on personal data should be governed by a directive and not a regulation and that the relationship between research and personal data should be clarified by including the concept of "historical, statistical and scientific research purposes " as a separate exception from some of the strict rules that have been suggested. Such an action would make it possible to create appropriate rules that are applicable also at the national level.
