Council of ministers made a partial agreement on data protection in Europe

On December 5 2014 the Council of Ministers of the European Union took a decision on parts of the proposed legislation which will replace national laws on data protection i Europe. In contrast with the parliament version a numer of improvement were made from the point of view of register-based research. Negotiations on the whole proposal will be finalised by March 2015. After this, the Council will negotiate with the Parliament and the Commission to reach a common proposal. This can be expected to last through 2015, and a decision on a new legislation may be taken in 2016. The outcome of this process is critical for research in general, and in particular for regsiter-based research. The parts of the council proposal decided in December are found in this document:
